The man who was walking the dog shot dead last week by a Colorado Division of Wildlife officer for harassing an elk said Monday the officer acted more aggressively than required.

“The dogs were off leash, but that’s not the issue here,” Aaron Engers said. “The issue is the protocol of the DOW. The response was one of no tolerance.”
